The park is named for the white statue of a dog, the monument to the dog 'Teddy', in the middle of the green. Around it are houses turned into bars, restaurants, ice cream shops and fast food stands, with lower prices than Granada or El Peñón. At night it fills up with students.
San Fernando was one of the neighborhoods hit hardest by the August 10, 2026 earthquake: buildings were evacuated across from the Pascual Guerrero stadium, and the city said Comuna 19 was the most affected. Next to the park, Carrera 34 at Calle 3 Oeste was closed because of sewer damage and reopened on August 20.
On September 11, 2026, the city's Borondo program closed a street by the park for 55 small businesses and about 60 restaurants with tables out on the street, to bring the area back to life. Businesses are still running, but several have seen sales drop and some may be under repair.
