The city government's official calendar has the lights running December 7 to 31 in several parts of the city. Diario Occidente reports they go on December 7 at 7:00 p.m., spread over more than eight spots, and says they might stay up until January 6.
It's free, and you walk it at night. December in Cali is high season because of the Feria, so if you're coming to see the lights and to dance, book ahead.

The venue
The event is at Bulevar del Río. Pedestrian promenade and bike path over the Avenida Colombia tunnel in downtown Cali. It runs along the riverbank from La Ermita church and passes the Puente Ortiz.
